Abstract. The form of land use in an area is related to population growth and activities. The increasing number of residents in a place will have an impact on increasing changes in land use. Floods, as a result of these changes, have significant impacts on society, the economy and the environment. This research aims to identify obstacles in managing the Ciwidey Sub-watershed, Bandung Regency, map the relationships between actors involved in managing the Ciwidey Sub-watershed, Bandung Regency, and formulates efforts to manage the Ciwidey Sub-watershed, Bandung Regency. Analysis methods include description and MACTOR analysis. The identified obstacles involve a lack of effective cooperation between agencies, non-functioning of the land which reduces water absorption, lack of contribution from tourism entrepreneurs, sub-optimal economic empowerment of local communities, and lack of optimization of disaster mitigation. Analysis of the role of stakeholders shows the strength of influence of the Bandung Regency DPRD, BBWS Citarum, and the Bandung Regency PUTR Service. Management efforts are directed by the priority scale identified by stakeholders, including increasing disaster mitigation, improving cooperation between agencies, handling land conversion, increasing the role of tourism entrepreneurs in conservation, and empowering the agricultural economy of local communities. Bentuk penggunaan lahan suatu wilayah terkait dengan pertumbuhan penduduk dan aktivitasnya, semakin meningkatnya jumlah penduduk di suatu tempat akan berdampak pada makin meningkatnya perubahan penggunaan lahan. Banjir, sebagai hasil dari perubahan tersebut, memiliki dampak signifikan pada masyarakat, ekonomi, dan lingkungan. Penelitian ini bertujuan untuk mengidentifikasi kendala dalam pengelolaan Sub-DAS Ciwidey Kabupaten Bandung, memetakan hubungan antar aktor yang terlibat dalam pengelolaan Sub-DAS Ciwidey Kabupaten Bandung, dan merumuskan upaya pengelolaan Sub-DAS Ciwidey Kabupaten Bandung. Metode analisis melibatkan deskripsi dan analisis MACTOR. Kendala-kendala teridentifikasi melibatkan kurangnya efektivitas kerjasama antar instansi, alih fungsi lahan yang mengurangi resapan air, kurangnya kontribusi pengusaha wisata, pemberdayaan ekonomi masyarakat lokal yang belum optimal, dan kurangnya optimalisasi mitigasi bencana. Analisis peran stakeholder menunjukkan kekuatan pengaruh DPRD Kabupaten Bandung, BBWS Citarum, dan Dinas PUTR Kabupaten Bandung. Upaya pengelolaan diarahkan oleh skala prioritas yang diidentifikasi oleh stakeholder, termasuk peningkatan mitigasi bencana, perbaikan kerjasama antar instansi, penanganan alih fungsi lahan, peningkatan peran pengusaha wisata dalam pelestarian, dan pemberdayaan ekonomi pertanian masyarakat lokal.
