Abstract
Abstract. Slums have a broad meaning not just a place to live, but a complex unit that involves various elements. These elements do not only show biological activities, but show social, economic, cultural activities and so on. Slums in Indonesia were recorded in 2022 according to the Ministry of PUPR identified slum areas in Indonesia amounted to 4,170 Ha. This area is planned to be organized in 2024. Slums often occur in cities in Indonesia, one of which is in the city of Waisai. Waisai City has several slum areas, namely in Warmasen Village with 34 Ha and Sapordanco Village with 20 Ha, in Sapordanco Village there is RT 1 Kimindores Area and RT 2 Buton Village Area. Buton Village is located on the coast of Waisai City, this area has an area of 2.43 Ha and is prone to tsunami and flood disasters. Based on this phenomenon, the problems in this study are formulated as follows: (1) The level of slums in Buton Village has not been identified, (2) The efforts to handle slums in Buton Village have not been identified. The data collection techniques used in this research are questionnaires, interviews, observations, and literature studies. Researchers used scoring analysis based on the Minister of Public Works and Public Works Regulation No.14 of 2018. The results of this study are: Kampung Buton has a C1 classification, namely a mild slum location, with other considerations being high, and legal land status. Based on the Regulation of the Minister of Public Works and Public Works No.14 of 2018, the pattern of handling in the classification of mild slums and legal land status is the pattern of restoration handling. Abstrak. Permukiman kumuh mempunyai arti luas bukan hanya tempat tinggal, melainkan satu kesatuan kompleks yang melibatkan berbagai unsur. Unsur-unsur itu tidak hanya menunjukan kegiatan biologis saja, tetapi menunjukan kegiatan sosial, ekonomi, budaya dan sebagainya. Permukiman kumuh sering terjadi pada kota-kota di Indonesia, salah satunya di Kota Waisai. Kota Waisai memiliki beberapa kawasan kumuh yaitu pada Kelurahan Warmasen dengan 34 Ha dan Kelurahan Sapordanco 20 Ha, pada Kelurahan Sapordanco terdapat pada RT 1 Kawasan Kimindores dan RT 2 Kawasan Kampung Buton. Kampung Buton terletak pada pesisir pantai Kota Waisai, kawasan ini memiiki luas wilayah 2,43 Ha dan rawan akan bencana tsunami serta banjir. Berdasarkan fenomena tersebut, maka permasalahan dalam penelitian ini dirumuskan sebagai berikut: (1) Belum teridentifikasi tingkat kekumuhan di Kampung Buton, (2) Belum teridentifikasi upaya penanganan permukiman kumuh di kampung buton. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah kuesioner, wawancara, observasi, dan studi literatur. Peneliti menggunakan analisis skoring berdasarkan Peraturan Menteri Pekerjaan Umum dan Pekerjaan Rakyat No.14 tahun 2018. Hasil dari penelitian ini adalah: Kampung Buton memiiki klasifikasi C1 yaitu lokasi kumuh ringan, dengan pertimbangan lain tinggi, dan status tanah legal. Berdasarkan klasifikasi tersebut maka dapat ditentukan skala prioritas penanganan, Kampung Buton termasuk dalam skala prioritas 2. Berdasarkan Peraturan Menteri Pekerjaan Umum dan Pekerjaan Rakyat No.14 tahun 2018 pola penanganan pada klasifikasi kekumuhan ringan serta status lahan legal yaitu pola penanganan pemugaran.
