Abstract
O artigo examina como as normas internacionais de direitos humanos explicam a compliance para a recepção de refugiados venezuelanos no Brasil. Nos últimos anos, este país recebeu um número expressivo de nacionais da Venezuela, cuja crise política provocou um deslocamento em massa. Leis, resoluções e políticas públicas criadas para o acolhimento e para integração dos refugiados no Brasil abrangem as variáveis que elucidam a prática das diretrizes recomendadas por tratados internacionais ratificados pelo país, como a Declaração Universal de Direitos Humanos, Convenção de Genebra de 1951 e o Protocolo de 1967. A pesquisa desenvolve um estudo de caso qualitativo com a técnica do process tracing para observar a compliance e identificar os mecanismos causais que precederam o cumprimento. Os resultados confirmam a hipótese de que tanto as normas internacionais de direitos humanos, quanto as políticas públicas explicam o cumprimento das normas no caso do Brasil.
