Comment les États font-ils face à la complexité croissante de la société ? Quelles solutions trouvent-ils au travail en vase clos pour affronter les enjeux actuels et améliorer les services aux citoyens et aux entreprises ? Ont-ils la capacité d’adapter leurs institutions à ces défis ? Le lecteur trouvera des pistes de réponse à ces questions dans le présent ouvrage, consacré à la coopération interorganisationnelle (IO) et à la coordination dans l’État québécois, vues sous l’angle de l’encadrement formel, de son évolution depuis la Révolution tranquille jusqu’au début du XXI e siècle et en comparaison avec sept pays de l’Organisation de coopération et de développement économiques. En plus d’exposer les mécanismes, les instruments et les types de relations IO mis au point par l’État, ce livre met en lumière le rôle clé qu’y jouent les députés non membres du gouvernement et certains ministres et acteurs de la haute direction administrative. Il révèle aussi les facteurs externes et internes qui ont influencé l’évolution de ces relations. Deux chapitres tirent de ces réflexions des enseignements pour les acteurs politiques et administratifs québécois confrontés au quotidien à des enjeux de coopération IO et de coordination. L’ouvrage propose enfin des suggestions pour l’évolution du cadre de gestion gouvernementale et quelques outils pour les praticiens de la gestion publique. Cet ouvrage pourra être utile aux élus, aux dirigeants politiques, au personnel politique, aux hauts fonctionnaires, aux cadres et aux autres acteurs concernés par la coordination et la coopération IO au sein du secteur public. Il fournit également des repères uniques aux étudiants, aux professeurs, aux chercheurs et aux acteurs en coopération qui s’intéressent à ces questions.
