L'année 2013-2014 au Québec a été marquée par le projet de « Charte des valeurs » qui voulait interdire les signes religieux dans la fonction publique. Ce projet lui-même poursuivait l’objectif de renforcer la laïcité et s’inscrivait dans un idéal nationaliste et identitaire. Si son aspect discriminatoire a été amplement dénoncé, il a également soulevé la question de l’islamophobie, alors que le débat laissait circuler plusieurs stéréotypes antimusulmans. Le présent essai revient sur cette période. Il en propose à la fois une description fine et une analyse détaillée. Surtout, il forme une hypothèse générale sur le lien entre une laïcité dévoyée, l’impact des idées d’extrême-droite sur les partis centraux et la montée de l’islamophobie. Il propose avant tout une mise en contexte des débats sur la laïcité et une analyse des événements qui ont mené au débat québécois sur la laïcité. Il fait ensuite apparaître ce qu’il appelle un « schème idéologique dormant » qui se greffe au thème de la laïcité et qui incline les débats vers la manifestation d’attitudes, propos ou comportements islamophobes. Cette analyse est posée dans les termes de la théorie des représentations sociales. Cette formulation théorique a l’ambition de cerner une dynamique générale par laquelle progresse l’islamophobie, par laquelle, du moins, elle a pu progresser jusqu’ici au Québec comme ailleurs. Il serait alors possible de dépasser l’analyse théorique pour démontrer empiriquement cette dynamique et son impact négatif.
