Abstract
This article explains public policies of gender mainstreaming, translated through a gender-integrated approach by the Council of Europe or by “approche différenciée selon les sexes” or “gender-differentiated approach analysis” in Québec. These politics have been implemented to reduce inequalities between women and men with structural reforms and changing the rules of the game. The objective is to show the limits of specific actions inspired by equal opportunities and positive discrimination and to encourage a preventive, collective and transversal reflection about the entire political decision-making process.
