Abstract
Une fédération est composée de plusieurs collectivités territoriales quasi-souveraines, les États fédérés, qui jouissent d'une autonomie leur permettant d'élaborer, d'adopter et de mettre en œuvre des politiques publiques originales. Cette capacité d'action autonome fait des fédérations modernes autant de laboratoires prometteurs pour l'analyse des politiques publiques. La comparaison des États fédérés dans cinq fédérations en particulier (les Länder allemands, les États américains et australiens, les provinces canadiennes et les cantons suisses) peut être utile à la théorisation et au développement des connaissances dans l'analyse des politiques publiques. Cet ouvrage explore la façon dont les laboratoires des États fédérés ont été utilisés pour améliorer notre compréhension de plusieurs domaines d'intervention gouvernementale, notamment les réformes du système de santé, l'approvisionnement en sang face à la crise du VIH, la décentralisation en éducation, la gestion des déchets domestiques, la contamination des eaux potables, la dette et les déficits publics.
