Abstract
Nghiên cứu tập trung phân tích thương mại Việt Nam – Canada. Dữ liệu nghiên cứu được thu thập trong giai đoạn 2001–2018 trên trang web chính thức của UNComtrade. Bằng phương pháp chỉ số thương mại, nghiên cứu đã chỉ ra CPTPP sẽ là cơ hội lớn để Việt Nam đẩy mạnh xuất khẩu các sản phẩm dệt may, giày da và đồ gỗ, rau quả, thủy sản sang Canada; ở chiều ngược lại Canada sẽ có nhiều cơ hội hơn trong xuất khẩu các sản phẩm có hàm lượng công nghệ cao sang Việt Nam. Trên cơ sở những phát hiện này, nghiên cứu cũng gợi ý một số chính sách thúc đẩy quan hệ thương mại với Canada trong tương lai. Để tận dụng cơ hội và tránh thiệt hại khi Việt Nam là thành viên của CPTPP, Chính phủ Việt Nam cần: (i) Xây dựng chiến lược để giúp doanh nghiệp tiếp cận thông tin từ hiệp định CPTPP; (ii) Doanh nghiệp xuất khẩu cần có kế hoạch cụ thể và hành động cụ thể để tận dụng các ưu đãi và mở rộng mạng lưới đối tác ở Canada; và (iii) Doanh nghiệp sản xuất hàng hóa cung ứng thị trường nội địa thực hiện các biện pháp nâng cao năng lực cạnh tranh so với hàng nhập khẩu.
