In a global and national neoliberal context, this chapter examines the development of Manitoba offshore affiliated schools’ programs and their publicâ€"private partnerships (P3s), with a focus on the provincial school in Egypt. Using the literature available in this area and a variety of governmental and school policy documents, the chapter analyses how the affiliated schools’ program is developed and managed in Manitoba, how the public education and international school systems have recently developed in Egypt, and the developmental contexts of these affiliated schools and the implications of their partnerships on public education systems in both jurisdictions, Manitoba and Egypt. The discussions suggest that the development of Manitoba offshore affiliated schools and their P3s has contradictory implications for both Manitoba and the host jurisdictions. An examination of the provincial schools in Egypt reveals that these partnerships primarily benefit the source jurisdiction, which is Manitoba, and the overseas private business partners with no significant benefits to the public education system of the host country, which is Egypt in this case, if not challenged.
