Abstract
Mr. (Joseph) Chamberlain, whose plain hope it is to identify his name and period of office with the practical Federation of the British Empire, will shortly receive important assistance to this end from a quarter in which he has probably not been taught to look for it—the Liberal party in Canada, which now holds the reins of power in the Dominion. Hitherto, it might almost be supposed by the casual reader of contemporary history, that a monopoly of Canadian loyalty to the mother country was held by the Conservatives of the colony. The late Sir John Macdonald was the head and front of it, and this able politician’s eloquence and plausibility were such that he contrived to stand at the head of his party as the personification of impassioned devotion to England for many years....In this connection, it is surprising to note how an accustomed way of looking at things will survive much that should conduce to another point of view. Sir John Macdonald’s notable “National Policy” was conceived and carried out in plain opposition to British interest as a whole, and many of its tariff provisions were directly aimed at British manufactures....
