Abstract
Reklamasi pantai merupakan salah satu contoh dari upaya manusia untuk menjawab keterbatasan lahan di perkotaan seiring terus bertambahnya kebutuhan akan ruang akibat peningkatan jumlah penduduk dan beragam aktivitas. Selain manfaat yang dihasilkan, proses reklamasi pun sering kali belum berjalan dengan baik karena menimbulkan berbagai masalah termasuk masalah sosial. Saat ini, reklamasi telah dilakukah di beberapa wilayah Indonesia, dan salah satu reklamasi yang menarik untuk diperhatikan adalah yang terjadi di Kota Makassar, yaitu pembangunan Center Point of Indonesia di Kawasan Pantai Losari. Kajian Analisis Masalah Sosial Dampak Reklamasi Pantai Losari ini dimaksudkan untuk menganalisis masalah sosial (dampak positif, dampak negatif, prospek layanan publik, kompensasi sosial) dan merumuskan rekomendasai kebijaka/rencana sosial guna mengoptimalkan reklamasi yang dilaksanakan. Pendekatan analisis dalam masalah sosial pembangunan Center Point of Indonesia (CPI) dilakukan dengan menggunakan pendekatan analisis konflik, yaitu melihat masyarakat yang terdiri atas berbagai kelompok yang berbeda yang berkompetisi untuk menguasai sumberdaya strategis, seperti kekuasaan, finansial, dan otoritas untuk memaksakan sebuah nilai pada masyarakat. Rekomendasi arah kebijakan yang dihasilkan difokuskan untuk kelompok sasaran penerima manfaat, yaitu masyarakat terdampak (nelayan, buruh angkut, petani tambak, penjual pisang epe, pelaku UMKM) dan para ibu rumah tangga yang juga terdampak dari pembangunan CPI. Adapun arah kebijakan yang dirumuskan sebagai berikut: a) peningkatan pendapatan masyarakat terdampak; b) peningkatan kapasitas masyarakat terdampak; b) pemenuhan hak – hak dasar masyarakat terdampak; c) pemberdayaan masyarakat terdampak; dan e) penguatan jaringan industri kreatif rumahan.
