Abstract
Episode 12 reconstructs Duguid and Pawson’s evaluation of the rehabilitative potential of an educational programme in Canadian penitentiaries. The causal structure of intervention effectiveness is profoundly realist. Interventions carry different potential for change according to the resources and reasoning of their recipients. The basic causal question in policy evaluation becomes highly conditional, changing from ‘what works’ to ‘what works for whom, in what circumstances, in what respects, and why’. As with most mechanism-based inquiry, this question brings sub-group analysis to the fore. In this instance, different sub-groups of prisoners undergoing a prolonged period of education were found to respond in quite different ways. The sub-groups were first identified via qualitative interviews, which were transformed into formal hypotheses, which were then tested using record-keeping data that compared actual outcomes with historical norms. This mix of methods is typical of realist inquiry.
