Durant la transition démocratique espagnole, des émigrés espagnols en France se structurent en associations afin de promouvoir une modalité spécifique de citoyenneté espagnole depuis l’étranger, en défendant collectivement le droit pour leurs enfants à bénéficier d’un enseignement en castillan assuré par des enseignants espagnols, afin de mieux prévoir un hypothétique retour au pays. D’abord encouragés par les institutions espagnoles, celles-ci se désengagent progressivement. Face à une réduction au silence, le scandale devient alors un moyen de défendre des droits, de dénoncer un abandon des institutions espagnoles mais aussi un moyen de délégitimation de la confédération associative.
