La publication de ce livre arrive à point nommé.Alors que l'aide canadienne au développement se chiffre aujourd'hui à près de 4 milliards de dollars, bien peu a été écrit sur le sujet.Il n'existait, jusqu'à tout récemment, aucun ouvrage de langue française faisant, de manière exhaustive, le bilan de la question ; même du côté de la littérature anglophone, encore trop peu d'ouvrages ont pour objet l'aide canadienne au développement 1 .Or, le monde ne cesse de se transformer, et à sa suite, les besoins d'aide des différents pays ou régions se déplacent et fluctuent.Le génocide au Rwanda, la crise humanitaire qu'a déchaînée dans son souffle l'ouragan Mitch en Amérique centrale, les opérations de paix bâclées au cours des années 1990, entraînant une évolution du principe de responsabilité internationale envers les populations vulnérables ou affectées par une crise humanitaire, les attaques du 11 septembre 2001 et la guerre contre le terrorisme en Irak et en Afghanistan qu'elles ont provoquée, la surenchère de l'aide à la suite du tsunami en Asie du Sud-Est en 2004, les doutes et l'inaction face à la guerre civile au Darfour, sans oublier la crise alimentaire qui s'étend actuellement à toute la planète, tous ces événements et bien d'autres ont été marquants pour les relations internationales et, conséquemment, pour les rapports entre donateurs et pays récipiendaires.
