Desa Kelubaq terletak di wilayah administrasi Kecamatan Tering Kabupaten Kutai Barat. Dalam memenuhi kebutuhan air nya, masyarakat sekitar masih bergantung dari Sungai Mahakam sebagai pemasok utama dan juga air tanah dari sumur galian, namun masih belum terdapat jaringan distribusi air baku pada daerah tersebut. Dengan demikian, perlu dilakukan perencanaan sistem distribusi air baku untuk dapat memudahkan masyarakat dalam pemenuhan kebutuhan air baku setiap harinya. Dalam perencanaan sistem jaringan air baku, dilakukan dengan software WaterCad V8i untuk mempermudah dalam proses analisa hidrolika di dalam pipa, sedangkan untuk perhitungan anggaran biaya dan analisa ekonomi dilakukan secara manual. Kriteria analisa hidrolis mengacu kepada Permen PUPR No. 18/PRT/M/2007, sedangkan untuk perhitungan anggaran biaya mengacu dari Permen PUPR No. 28/PRT/M/2016. Hasil rancangan ini menyatakan besaran kecepatan dengan nilai 0,10 – 1,05 m/dt, headloss gardient sebesar 0,02 – 12,92 m/km, dan tekanan sebesar 3,5 – 9,8 atm. Total anggaran biaya yang harus dikeluarkan Rp. 258,952,000.00 dengan penetapan harga air sebesar Rp. 2,499.89/m3.
