Abstract
This chapter explores the impact of Beveridge's Voluntary action in Canada in three parts. Firstly, it introduces the nature of voluntary action in a Canadian context. There is a distinctly Canadian perspective to voluntary action in the Great White North, which influenced how Beveridge's reports in general and Voluntary action in particular were either ignored or adopted. While Voluntary action was largely ignored, Beveridge's Social insurance and allied services and its Canadian counterpart, the Marsh Report, became the blueprint for social welfare expansion in Canada. The chapter then demonstrates how voluntary action in a broader context in Canada was tied to and followed, rather than led, the expansion of social welfare. Finally, it critically explores the relationship of voluntary action to Beveridge's view of social justice and its three underlying principles of universality, unity and integration.
