Géolocalisés toutes les 30 secondes, sommés de scanner leurs empreintes jusqu’à cinq fois par jour, de plus en plus d’étrangers sont soumis aux dispositifs de surveillance électronique et acculés à vivre en état d’hypervigilance sur le sol britannique. Présentée comme une alternative au placement en centre de rétention administrative, cette politique détourne la finalité assignée à ces technologies et contourne résolument la loi. Les autorités s’arrogent la liberté de consulter les données collectées pour examiner les demandes de séjour et confient à un algorithme opaque le soin de juger de l’opportunité de maintenir les personnes sous surveillance.
