Abstract
Recently, Charles Maier pondered why, beginning in the 1970s, the Left turned into the “non-left left,” a political movement seemingly incapable of offering an effective alternative to the emerging neoliberal project. The question’s pertinence is not merely a product of hindsight. Speaking at a gathering of international socialists in June 1969, Bruno Kreisky, appointed chancellor of Austria the following year, deplored Europe’s “more and more capitalistic, uncontrolled economy,” before pointedly asking “Where are the socialists?” (81–82). In Social Europe and the Road not Taken, Aurélie Dianara Andry takes on Kreisky’s question, demonstrating that socialists—and other elements of the Left—were not only far more politically active than often thought but also elaborated ambitious projects for a “social Europe.” The problem, she explains in this impressive study, is that the Left failed to push through their projects at the European level despite a favorable overall political context during much of the long 1970s.
