Abstract
Since the late 1980’s Japanese ODA has been changing considerably, bringing it closer to Canadian ODA and to the international donor community. On the one hand, through its increase in ODA, Japan had become the number one donor, propelling it center stage on the international cooperation scene. Japan found itself facing the responsibility of assuming greater leadership on international cooperation issues which until then had not really been at the center of its economic cooperation programs. On the other hand, increasing concern on the impact in Japan of global issues such as poverty, the spread of diseases, environmental degradation and pollution, and political instability and economic recession at home brought ODA much more into the limelight within Japan. Changes were also happening within the international community in relations between developed and developing countries and in the way of conducting the business of ODA.
