Au cours des dernières décennies, dans ses efforts pour lutter contre les comportements à risque pour la santé des citoyens, la santé publique a élargi son éventail d’interventions. La lutte inconditionnelle aux pratiques et aux habitudes de vie délétères à la santé cohabite désormais avec une approche plus tolérante qui vise, avec pragmatisme et humanisme, la réduction des risques et des méfaits, plutôt que l’élimination de ces pratiques. L’approche, initialement mise en œuvre dans le champ de la toxicomanie, s’étend aujourd’hui largement à d’autres domaines tels ceux de la violence conjugale et des mutilations sexuelles. Quels critères faut-il retenir pour définir les pourtours de cette approche ? Comment a-t-elle été institutionnalisée ? Avec quelles conséquences ? Quels en sont les fondements et les limites éthiques ? Quelles sont les interactions entre les enjeux sociaux et politiques de son développement dans l’histoire des politiques de santé au Québec et ailleurs dans le monde ? Les auteurs de cet ouvrage font le point sur l’état de ces questions et ouvrent de nouveaux horizons.
