Au nord du Québec, les Inuit du Nunavik et les Cris de la Baie James (Eeyou Istchee) ont signé en 1975 la Convention de la Baie-James et du Nord québécois (CBJNQ) avec le -Gouvernement fédéral du Canada, le -Gouvernement du Québec, Hydro-Québec et la Société de développement de la Baie James. Cette Convention voulait régler le lourd contentieux lié aux grands travaux de développement hydroélectrique, forestier et minier dans ces régions. En compensation de la perte d’immenses territoires ancestraux de chasse, de pêche, de nomadisme, elle attribuait aux Cris et aux Inuit des subventions importantes, leur garantissait l’extension des services médicaux, sociaux et éducatifs dont la mise en œuvre a été ensuite organisée par des institutions gérées par les Autochtones. Cependant, en poursuivant leurs revendications, les Cris et les Inuit ont obtenu d’autres Ententes qui complètent la CBJNQ et ils développent un processus d’autonomie par la création en cours de gouvernements régionaux. Les Cris et les Inuit se trouvent confrontés aux difficultés d’une sédentarisation rapide, aux avantages et aux inconvénients de l’irruption de la modernité dans leurs territoires. Comment font-ils face à ces défis en ce qui concerne leur gouvernance, l’environnement et la santé, les problèmes sociaux, le maintien de leur langue, de leur culture, de leur patrimoine ? Quels sont leurs réalisations, leurs revendications, leurs projets ? La question fondamentale que se posent les Cris et les Inuit du Québec nous concerne tous : comment vivre dans un monde nouveau en gardant ses propres valeurs ? Comment changer en restant soi-même ?
