Abstract
Comme l'Université de Montréal, l'université Laval s'attache à la question de l'enseignement secondaire.Celui-ci, après un primaire de six ans, devrait comp ter au maximum sept années et serait couronné par un «baccalauréat d'enseignement secondaire » donnant accès à toutes les facultés.Le secondaire, tant public que privé, serait gouverné par un «Conseil supérieur de l'éducation» agissant comme autorité unique et défini comme «totalement indépendant de la politique».Le secondaire comporterait deux cycles.Le premier, d'une durée de cinq ans, pourrait soit être terminal, soit donner accès à un enseignement technique ou professionnel spécialisé, soit encore conduire, par un deuxième cycle de deux ans, aux études universitaires.Laval fixe ainsi à treize le nombre d'années préalables aux études universitaires.C'est un nombre que retiendra la commission Parent, comme la césure en deux cycles distincts, mais en plaçant ces deux cycles dans deux ordres distincts d'établissements.
