Abstract
Program yang dicanangkan oleh pemerintah dalam memanimalisir dan mengurangi pernikahan usia anak, yakni program Pendewasaan Usia Perkawinan (PUP). Dasar permasalahan yang sering kali terjadi dimasyarakat yakni disfungsi keluarga, pengetahuan anak yang minim tentang reproduksi dan seksualitas, lingkungan sosial dan budaya, dan wilayah tempat tinggal pedesaan atau perkotaan. Metode pemberdayaan masyarakat bertumpu kekuatan disebut Dialog Warga, dengan melalui empat sesi, yakni: (1) Perkenalan dan pengantar, (2) Membangun suasana apresiatif, (3) Mengenali pendekatan pemberdayaan masyarakat bertumpu pada kekuatan, dan (4) Presentasi “Buku tentang Mimpi”. Langkah-langkah kegiatan Dialog Warga dalam Pendewasaan Usia Perkawinan (PUP) anak, sebagai berikut: (1) Persiapan, (2) Mengenali atau Menggali Kekuatan, (3) Mengangkap atau Mendekatkan Mimpi, (4) Menyusun Rencana Aksi, (5) Merayakan Mimpi Bersama, dan (6) Implementasi Rencana Aksi dan Pemantauan. Hasil pelatihan yang tersebar di lima Kecamatan yakni tahun 2016 dilaksanakan di Kelurahan Rabadompu Timur Kecamatan Raba sebagai penentu kegiatan selanjutnya. Tahun 2017 meluas di Kelurahan Rabangodu Utara Kecamatan Raba. Kecamatan Rasanae Timur. Tahun 2018 kegiatan dilaksanakan di Kelurahan Penaraga, Kelurahan Penanae Kecamatan Raba dan Kelurahan Melayu Kecamatan Asakota. Untuk mendorong persiapan kota layak anak dan pembuatan Peraturan Walikota (Perwali) tentang Perlindungan Anak, maka kegiatan dilaksanakan pada tahun 2020 di Kelurahan Tanjung Kecamatan Rasanae Barat dan Kelurahan Oimbo Kecematan Rasanae Timur. Pada tahun 2021 kegiatan Pendewasaan Usia Perkawinan (PUP) dilaksanakan di Kelurahan Oi Fo’o Kecamatan Rasanae Timur.
