Abstract
Comment préserver à la fois des taux d’activité et de fécondité élevés dans nos sociétés développées afin d’assurer le remplacement des générations et le renouvellement de la population active ? Par la mise en place urgente de mesures de conciliation entre le travail et la famille, comme le préconisent l’Union européenne et l’OCDE. Mais, face à la crise de nos régimes d’État-providence, les impulsions gouvernementales ne suffisent plus. C’est pourquoi les acteurs « intermédiaires » tels les entreprises, les municipalités, les associations, les syndicats, etc., prennent le relais. Cet ouvrage montre de façon concrète leurs actions et analyse les nouveaux modes de gouvernance ainsi mis en place : le modèle français fondé sur des institutions qui sont des partenaires de l’État ; le modèle québécois prônant les initiatives d’acteurs citoyens.
