Résumé : L’acceptabilité sociale reste une expression controversée car elle a longtemps été utilisée par les promoteurs pour désigner des stratégies communicationnelles visant à éviter ou à réduire la controverse autour de certains projets. Pourtant, comme d’autres expressions avant elle, le sens que lui donnent les acteurs sociaux a évolué au fil des ans au point que l’expression peut être envisagée comme le lieu d’un véritable travail social concernant les conditions de légitimité des projets. En parallèle, des chercheurs se sont penchés sur les facteurs permettant d’expliquer l’attitude des populations à l’égard des projets ou des décisions publics, ouvrant la voie à une véritable théorisation de l’acceptabilité sociale, qui s’inscrit dans la perspective d’une démocratie plus participative. L’invocation de l’acceptabilité sociale à l’occasion de la pandémie peut être analysée comme discours, mais ne doit jamais se confondre avec l’analyse que peut en faire le chercheur sous le prisme du concept d’acceptabilité sociale. Au Québec, bien que l’expression ait été peu utilisée par les pouvoirs publics, l’anticipation d’une adhésion des populations aux mesures sanitaires fut un élément déterminant du niveau de restrictions imposé, ce qui s’explique aisément : sans acceptabilité sociale, les mesures n’auraient pas été respectées et seraient donc devenues inopérantes. Il s’agissait donc d’une condition première de leur effectivité.
