ENGLISH The Pantura route is a strategic route for the national economy. The severe traffic jam that occurred on the Juwana - Rembang road section caused economic movement to stop. Juwana - Rembang has a large river border, where the lack of alternative roads and bridges connecting the two areas (single circulation) is one of the factors that exacerbates traffic jams. It is necessary to develop alternative roads in both regions that are able to connect Juwana - Rembang in a structured manner. Therefore, this research aims to see how the concept of developing road functions through paths (strengthening through the shape and image of the city) in order to support the accessibility of Kaliori's internal movement and the movement of Rembang - Juwana City in a structured manner as a solution to traffic jams. The spatial quantitative method is used to determine the internal structure of the city through kernel density analysis using data on the distribution of residential facilities. The resulting internal city structure is the basis for determining paths based on the shape of the city and strengthening the city's image to produce effective alternative routes with high accessibility values in the Kaliori internal area and the link between Rembang and Juwana. With the development of an orderly city form, it is hoped that Kaliori will have competitiveness over a wider area. The results of the analysis show that not all development of the road network connecting activity centers is necessary. Even though it is located in a coastal area which tends to be fan shaped cities, it is different from Kaliori, where the area has not developed rapidly so that the activity centers created tend to be ribbon shaped cities and have a weak influence on areas that are far from each other. In order to strengthen the path image of the city of Kaliori, it is necessary to develop landmarks at strategic nodes to strengthen the role of the path as an alternative main route as a solution to the Juwana-Rembang traffic jam. The results obtained are 4 roads as the main path that defines the area in a grid shape, and supporting paths that connect various parts of the Kaliori area through a semiconcentric grid shape so as to produce the center of the Kaliori area, even though it is not the main activity center in Kaliori District. INDONESIA Jalur pantura merupakan jalur strategis ekonomi nasional. Kemacetan parah yang terjadi pada ruas jalan Juwana – Rembang menyebabkan pergerakan ekonomi terhenti. Juwana – Rembang memiliki batas sungai besar, dimana minimnya ruas jalan dan jembatan alternatif yang menjadi penghubung kedua wilayah (sirkulasi tunggal) menjadi salah satu faktor memperparah kemacetan. Diperlukan adanya pengembangan ruas jalan alternatif di kedua wilayah yang mampu menghubungkan Juwana – Rembang secara terstruktur. Maka dari itu, penelitian ini bertujuan untuk melihat bagaimana konsep pengembangan fungsi jalan melalui path (penguatan melalui bentuk dan citra kota) dalam rangka mendukung aksesibilitas pergerakan internal Kaliori maupun pergerakan Kota Rembang – Juwana secara terstruktur sebagai solusi kemacetan. Metode kuantitatif spasial digunakan untuk menentukan struktur internal kota melalui analisis kernel density dengan menggunakan data persebaran lokasi sarana permukiman. Struktur internal kota yang dihasilkan menjadi dasar dalam penentuan path berdasarkan bentuk kota dan penguatan citra kota hingga menghasilkan jalur alternatif efektif dengan nilai aksesibilitas tinggi pada wilayah internal Kaliori maupun penghubung antara Rembang-Juwana. Dengan adanya pengembangan bentuk kota yang tertata diharapkan Kaliori memiliki daya saing terhadap wilayah yang lebih luas. Hasil analisis menunjukan bahwa tidak seluruh pengembangan jaringan jalan yang menghubungkan pusat-pusat kegiatan menjadi perlu untuk dilakukan. Walaupun berada pada kawasan pesisir yang memiliki kecenderungan fan shaped cities, namun berbeda dengan Kaliori, dimana kawasannya belum berkembang pesat sehingga pusat-pusat kegiatan yang tercipta cenderung berbentuk ribbon shaped cities dan memiliki pengaruh yang lemah terhadap wilayah yang saling berjauhan. Guna memperkuat citra path kota Kaliori, maka diperlukan pengembangan landmark pada nodes strategis untuk menguatkan peran path sebagai jalur utama alternatif sebagai solusi kemacetan Juwana-Rembang. Hasil yang diperoleh terdapat 4 ruas jalan sebagai path utama yang membatasi bentuk wilayah secara grid, dan path pendukung yang menghubungkan berbagai bagian wilayah Kaliori melalui bentuk grid semikonsentris sehingga mampu menghasilkan pusat wilayah Kaliori, walaupun bukan pusat kegiatan utama di Kecamatan Kaliori.
