Tout non-public est un public potentiel. Du point de vue des producteurs de l’offre culturelle, le non-public demeure un « public non pratiquant », « empêché » ou « écarté » d’une offre qui devrait s’adresser à tous. Ainsi, dans l’optique d’un élargissement de la fré­quentation, il fera l’objet d’une campagne de séduction passant à la fois par la commu­nication, l’adaptation des contenus et des lieux, l’arrimage à la culture populaire, mais aussi l’éducation et, plus spécialement, une médiation qui viendra combler un déficit de compétences censé empêcher le développement d’un goût pour la culture et l’accès de certains individus au statut de public de la culture. Inscrite au cœur même de la logique managériale des institutions, la volonté de rejoindre le plus grand nombre produit donc d’elle-même l’emploi d’une notion comme celle de non-public, dans la mesure où elle délimite le champ d’action des diffuseurs et des médiateurs, de même qu’elle circonscrit la cible de politiques culturelles participant d’un effort de dénomination reposant toujours sur le postulat que le manque ou la privation de culture serait une injustice. Cet ouvrage présente le fruit d’une recherche empirique auprès de six organismes culturels en Mauricie : le Comité de protection des œuvres d’Ozias Leduc, le Musée québécois de culture populaire, le Salon du livre de Trois-Rivières, la Maison de la Culture de Trois-Rivières, Ciné-campus Trois-Rivières et le FestiVoix de Trois-Rivières. Il s’adresse avant tout aux responsables d’équipements culturels, aux chercheurs et aux étudiants.
