Abstract
Abstract In the aftermath of World War II the United States continued to pursue a restrictive immigration policy toward Jews from Eastern Europe. The 1948 DP bill passed by Congress specifically permitted the admission of refugees but it was tweaked to exclude Jews from Eastern Europe. Obstacles faced by Jewish migrants and refugees gradually fell away in the early 1950s. Soon after the founding of the state of Israel thousands of Jewish Holocaust survivors and DPs from Eastern Europe left the new state for Canada and the United States. Many sought assistance from American Jewish aid associations during the transit journey through Europe. Their experiences illustrates the challenges of distinguishing between migrants seeking better opportunities and refugees fleeing persecution.
