Media literacy, contributing to the collective awareness about the mediated society, can help decrease digital inequalities as well as offline inequalities. Policy initiatives are fundamental in supporting the development and improvement of media literacy. Research has consistently demonstrated the value of media literacy for citizens and societies. As a result, media literacy has moved from the fringes of debate to occupying an increasingly important role within European media policy over the last three decades. This chapter provides a brief overview of the European policy framework and policy initiatives regarding media and digital literacy. Furthermore, it looks at the national policy infrastructures of two European Member States, Finland and the Netherlands, which score highly in terms of media and digital literacy. Outside of the European Union, we also briefly explore the foci of the Canadian policy framework, and formulate key success factors for forward-looking media literacy governance.
