CONCEPTUALIZATION OF MODERN FORMS OF DEMOCRACY

Розглянуто актуальні концепції демократії: парламентську, президентську, делегативну, представницьку, партисипаторну, директну, деліберативну, електронну, соціальну, плюралістичну, елітистську та ін. На основі проведеного аналізу визначено дві основні функції, якими наділяються громадяни як джерело сучасної демократії, а це делегування та участь. Є підстави стверджувати, що розвиток демократії у вимірі політичного режиму, ідеології та сукупності принципів врядування відбувався у такій логічній послідовності: пряма демократія – представницька, або делегативна демократія – демократія участі, або партисипаторна демократія. Визначено підхід, відповідно до якого розглядається питання концептуалізації сучасних моделей, концепцій і форм демократії, а це поєднання її динамічного і статичного складників. У першому випадку йдеться про процеси, які називаємо демократичними (вибори, зміна еліт, політична комунікація, поділ влади, децентралізація тощо), та суб’єктів, які ототожнюємо з джерелами демократичності (народ, громадянське суспільство, інструменти громадянської участі та ін.). Усі ці складники у своєму змістовному наповненні забезпечують реалізацію народовладдя у тих обсягах і формах, які відповідають потребі держави, її керівництва. Запропоновано як модерне мірило форм демократії розглядати її національні моделі. Спираючись на чинні політико-правові практики, виокремлено групу країн ліберальної демократії (США, Велика Британія, Канада), парламентської демократії (Німеччина, Франція, Швеція), президентської демократії (США, Бразилія, низка країн Латинської Америки), консенсусної демократії (Швейцарія, Нідерланди, Бельгія, Данія), корпоративної демократії (країни Скандинавії). Констатовано, що кожна держава сталої чи перехідної демократії формує власний набір демократичних інститутів, наповнює їх реальним змістом, забезпечує відповідними інструментами, легітимізує виборчими та законодавчими процедурами. Водночас зауважено, що конституційне закріплення демократичності держави не означає обов’язкового дотримання нею цього принципу.
