Abstract
Chapter 1 introduces the collaborative project and provides a brief history of formal, centralized, and institutionalized cooperation in the Western Hemisphere. This history provides a common background for the nine policy-focused chapters and also makes the volume accessible to readers whose primary expertise lies in other world regions, or who are generalist theorists or practitioners of international relations or global public policy. The chapter identifies two competing traditions of formal “Latin American” regionalism, each of which has formed the basis on which regional international organizations (RIOs) have been created: hemisphere-wide inter-Americanism, which includes the United States and Canada, and separate Latin Americanism, which does not. The chapter underscores recent recommendations for attention to below-the-radar pragmatic or technical cooperation across borders within the region and closes with short synopses of all of the included chapters.
