Abstract
À partir de la fin des années 1990, l’opinion publique a commencé à s’émouvoir de la présence, dans les rues de ses grandes villes, d’enfants isolés — sans référents parentaux — d’origine étrangère. En provenance de plusieurs continents (Asie, Afrique et Europe principalement). Une partie de ces mineurs isolés étrangers — notamment ceux d’origine roumaine — se sont retrouvés à errer dans les rues, à dormir dans des squats ou dans des gares, et à vivre d’expédients (vol, mendicité, travail au noir, prostitution). Dès 2002, l’association Hors La Rue a mis en place un programme de repérage et de soutien aux mineurs isolés étrangers. Ce programme a été créé spécifiquement pour répondre au problème posé par les enfants roumains. Historiquement, l’association avait en effet développé une connaissance de la culture roumaine et de l’aide aux enfants des rues.
