Le présent article étudie le régime linguistique de l’enseignement supérieur au Québec, qui met en concurrence deux réseaux distincts et parallèles, anglais et français, et que subventionnent l’état québécois et accessoirement l’État fédéral canadien. L’étude retrace l’origine de ce bilinguisme concurrentiel que la loi 101 ( Charte de la langue française ) de 1977 a épargné pour le postsecondaire et auquel la loi 96 ( Loi sur la langue officielle et commune du Québec, le français ) a mis quelques balises, mais en consacrant la position dominante des cégeps anglais sur l’île de Montréal et en laissant le français à la régie interne des universités « francophones ». L’article documente la surcomplétude institutionnelle qui profite aux établissements postsecondaires anglais, dont le développement excède largement le poids démographique de la communauté historique anglophone, et qui minore le développement des établissements français. Cette minoration systémique a conduit au déclassement de l’Université du Québec à Montréal (UQAM) par l’Université Concordia et par une certaine érosion de la position des deux universités françaises (UQAM et Université de Montréal) sur l’échiquier universitaire montréalais.
