Abstract
From Consent to Coercion is the fourth edition of a classic text in Canadian labour studies, industrial relations and political economy.Beginning with the halcyon postwar period of free collective bargaining, it charts the subsequent assault on trade union freedoms by the Canadian State (led by the Federal Government's imposition of wage and price controls in the mid-1970s) that heralded a policy of permanent exceptionalism in labour relations.The 40 years that have elapsed since Leo Panitch and Donald Swartz first argued (in a chapter in a collected volume and a revised journal article 1 ) that the early 1980s marked the emergence of a more coercive, less consensual system of state-labour relations have confirmed their forecast.3
