Abstract

Kebijakan evaluasi dokumen perencanaan dapat dilakukan setiap tahun atau waktu tertentu dengan mempertimbangkan dinamika yang terjadi, salah satunya pandemi Covid-19 yang berdampak pada refocusing dan realokasi anggaran. Tujuan penelitian ini adalah mereview target dan capian indeks program pembangunan bidang ekonomi. Metode analisis yang digunakan adalah analisis komparasi dan analisis akar masalah. Hasil analisis menunjukkan bahwa dinamika pandemic Covid-19 diperkirakan akan mempengaruhi capaian indeks program pembangunan bidang ekonomi. Kondisi ini juga dihadapkan pada permasalahan-permasalahan sektoral/bidang yang masih belum terselesaikan sebelum era pandemi. Hasil review target pembangunan mengindikasikan bahwa indeks program pembangunan bidang ekonomi pada tahun 2020 tidak akan tercapai karena terjadi pergeseran, penundaan bahkan penghapusan program yang pendanaanya dialihkan ke penanganan dampak covid-19.
