Abstract
Tujuan penelitian adalah : 1) Mendeskripsikan konsep dan kebijakan program hutan tanaman industri (HTI) Pola PIR PT TPL, Tbk yang telah diimplementasikan kepada petani plasma di wilayah Kabupaten Humbang Hasundutan, 2). Menganalisis faktor - faktor yang mempengaruhi luas HTI Pola PIR PT TPL, Tbk, 3). Menganalisis dampak HTI Pola PIR PT. TPL, Tbk terhadap pengembangan wilayah di Kabupaten Humbang Hasundutan. Hasil penelitian menunjukkan PT. Toba Pulp Lestari (TPL), Tbk telah melaksanakan Program Hutan Tanaman Industri (HTI) dengan Pola PIR, dimana perusahaan inti adalah PT. TPL, Tbk dan Plasma adalah masyarakt peserta program. Sebagai acuan pelaksanaan ditetapkan Standart Operating Prosedure (SOP). Perusahaan inti berkewajiban menyediakan semua biaya untuk setiap tahap pelaksanaan dilapangan, dan petani plasma harus menjual kayu PIR kepada pihak PT. TPL, Tbk. Semua hak dan kewajiban kedua belah pihak diikat dalam Surat Kontrak Kerja (SKK). Faktor - faktor yang mempengaruhi luas HTI Pola PIR adalah luas lahan milik petani plasma, persepsi petani plasma terhadap dukungan pemerintah, keuntungan yang diperoleh petani plasma dan upah yang diterima petani plasma berdasarkan hasil analisis data, 90,7 % perubahan atau variasi luas HTI Pola PIR dapat dijelaskan oleh perubah atau variasi dari faktor luas lahan milik petani petani plasma, persepsi petani plasma terhadap dukungan pemerintah, keuntungan yang diperoleh petani plasma dan upah yang diterima petani plasma. Secara Parsial faktor luas lahan milik petani plasma persepsi petani plasma terhadap dukungan pemerintah, keuntungan yang diperoleh petani plasma dan upah yang diterima petani plasma berpengaruh nyata terhadap luas HTI Pola PIR. Program Hti Pola PIR memberikan dampak terhadap pengembangan wilayah di Kabupaten Humbang Hasundutan yaitu peningkatan pendapatan riil petani plasma yaitu RP. 5.139.398,494/daur tanaman, menciptakan lapangan kerja bagi petani plasma dan masyarakat lainnya, pengembangan infrastruktur berupa pembukaan jalan serta peningkatan PAD Pemerintah Kabupaten Humbang Hasundutan
