Abstract
Penelitian ini bertujuan untuk menganalisis perbedaan produktivitas padi sawah sebelum dan sesudah pelaksanaan Water Resources and Irrigation Sector and Management Project (WISMP) serta pengaruh Program WISMP terhadap produktivitas padi sawah di Kecamatan Siantar Kabupaten Simalungun. Berdasarkan jenis masalah yang diteliti, pendekatan yang digunakan adalah deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa terdapat perbedaan antara rata-rata produktivitas pertanian antara sebelum dan setelah adanya Program WISMP di Kecamatan Siantar Kabupaten Simalungun. Hasil nilai t - hitung (-29,103) lebih kecil dari nilai t- tabel (0,679) pada taraf signifikansi 5%. Dari hasil tersebut maka dapat diketahui bahwa terdapat perbedaan nyata produktivitas pertanian padi sawah sebelum dan sesudah adanya Program WISMP di Kecamatan Siantar Kabupaten Simalungun. Hasil berikutnya adalah Program WISMP berpengaruh signifikan terhadap produktivitas padi sawah Kecamatan Siantar Kabupaten Simalungun. Hasil uji t menunjukkan nilai signifikansi variabel Program WISMP bernilai 0,001 dimana angka ini lebih kecil dari taraf signifikansi yang ditentukan 5%.
