Dampak relokasi pusat pemerintahan Kabupaten Simalungun ditinjau dari; aspek keterjangkauan pelayanan (affordability), aspek kecukupan pelayanan (recoverability), aspek kesesuaian pelayanan (replicability), dan aksesibilitas terhadap pengembangan wilayah Kabupaten Simalungun. Dengan menggunakan metode kombinasi antara kualitatif dan kuantitatif dalam penelitian ini. Maka relokasi pusat pemerintahan Kabupaten Simalungun memberi pengaruh terhadap pelayanan masyarakat dan Pengembangan wilayah. Dari hasil analisis Chi Square diperoleh hasil adalah variable pelayanan yang paling dipengaruhi adalah variabel independen yang paling utama dipengaruhi oleh relokasi di Kecamatan Raya dengan nilai Chi Square 47.367. Dominan diakibatkan timbulnya aktivitas - aktivitas masyarakat di Pusat Pemerintahan tersebut. Fasilitas umum pemerintahan dilakukan pembangunan fisik dan non fisik yang dipengaruhi oleh relokasi memperoleh nilai Chi Square 44.049. Kondisi ini menunjukkan bahwa pembangunan sector pelayanan yang mengikuti relokasi untuk mengantisipasi perkembangan wilayah Simalungun
