Housing first as a multi-systemic intervention: findings from interviews with international housing first experts

Abstract
Since its introduction in the early 1990s, Housing First (HF) has gained strong evidence of its effectiveness for stably housing people with serious mental illness who have experienced chronic homelessness. Like other evidence-based practices, the implementation of HF is not straightforward and requires attention to various systems that might affect whether it can deliver expected outcomes. This paper reports on findings from qualitative interviews with 27 international HF experts. The analysis of the interviews found that the participants discussed HF as a complex systemic intervention, in three ways: (1) how it disrupts existing systems; (2) how it affects and is affected by other systems; and (3) as needing to be part of a whole systemic response to homelessness. Findings are discussed in terms of their implications for the implementation and advocacy of HF.
