Salah satu upaya yang dilakukan pemerintah untuk meningkatkan ratio kewirausahaan adalah dengan melaksanakan program pengembangan kewirausahaan. Tujuan penelitian adalah untuk mengetahui dan menganalisis peran program pengembangan kewirausahaan dalam pengembangan usaha kecil menengah di Kabupaten Toba. Penelitian ini menggunakan metode kuantitatif deskriptif. Responden adalah pelaku UKMsebanyak 43 orang, berasal dari Kecamatan Balige dan Laguboti Kabupaten Toba.Data dianalisis menggunakan tabulasi data sederhana. Penelitian ini menyimpulkan bahwa program pengembangan kewirausahaan berperan dalam meningkatkan produksi dan pendapatan usaha, menyerap tenaga kerja serta memperluas kesempatan berusaha. Ke depan penyelenggara program perlu meningkatkan kualitas dalam pembinaan dan pendampingan yang merata dan berkelanjutan serta melakukan monitoring dan evaluasi
