Kawasan Pematang merupakan salah satu kawasan kuno di Pematangsiantar yang memiliki karakter khas secara historis sebagai ibu kota tradisional Kerajaan Siantar. Karena kurangnya perhatian dalam melakukan penanganan konservasi terhadap Kawasan Pematang semakin mengakibatkan kemunduran vitalitas kawasan tersebut. Kawasan Pematang yang semakin terliha kumuh dimana bangunan - bangunan bersejarah yang tidak terpelihara dan pembangunan rumah masyarakat yang tidak terkendali dan tidak tertata dengan baik. Mengingat besarnya biaya yang diperlukan untuk melakukan Revitalisasi suatu kawasan maka perlu dilakukan suatu kajian apakah kawasan tersebut potensial untuk di revitalisasi. Revitalisasi Kawasan Pematang dapat dilakuakn dengan berpedoman kepada Permen PU No.18 tahun 2007 tentang Pedoman Revitalisasi Kawasan dimana terdapat petunjuk teknis kriteria penilaian lokasi studi apakah potensial untuk di revitalisasi dan tahapan - tahapan Revitalisasi Kawasan yang akan dilaksanakan
