Abstract
L’absence ou le manque d’expérience en monitorage des territoires au Québec, conjugué aux lacunes de l’utilisation toujours limitée des systèmes d’information géographique (SIGéo) en urbanisme, représente un défi, voire un risque pour les organisations municipales. Mobilisant les principes de la recherche-action et de la participation observante, le présent projet explore les moyens de favoriser une adoption et une implantation technologiques réussies en contexte municipal. Appuyée sur deux boucles itératives, la recherche dégage un processus de réalisation en six actions clés, qui se décline ensuite en recommandations pratiques. Sur le plan théorique, la recherche contribue à la description et à une compréhension accrue de la gestion du changement technologique dans les municipalités au Québec. Entre autres, elle souligne d’abord l’importance d’une planification claire lors de l’adoption de systèmes de surveillance territoriale, puis elle met en lumière un processus flexible et évolutif lors de leur implantation, qui se fonde notamment sur une communication efficace entre les acteurs.
