FOLU NET ZINK 2030: Menata Agraria menuju Hak Guna Usaha Jasa Lingkungan untuk Carbon Trading

President Joko Widodo asked the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to finalize regulations on the issuance of business use rights (HGU) for carbon trading mechanisms in an effort to realize climate change action. One of the objects under the authority of ATR/BPN in order to achieve the carbon emission reduction target set nationally is in the Forestry and Other Land Use (FOLU) Net Zink 2030 document. The aim of this research is to identify FOLU Net Zink 2030 data as a potential source beginning to be implemented and transformed into Environmental Services Business Use Rights for carbon trading. The research method used is qualitative with a qualitative descriptive research type. Research findings found that in Indonesia there are areas that can potentially be utilized for the carbon trading concept with a scheme for granting land rights not only for the concept of cultivation rights but also property rights for environmental services in the context of carbon trading, which are in other non-use areas. HGU, areas for other uses of HGU, and mangrove areas in Indonesia, which total an area of ± 6,487,668 ha, have great potential. This is a new issue that will certainly add to the contribution to knowledge, especially in relation to Environmental Services Use Rights for carbon trading. Presiden Joko Widodo meminta Menteri Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) untuk menyelesaikan peraturan penerbitan hak guna usaha (HGU) untuk mekanisme perdagangan karbon dalam upaya mewujudkan aksi perubahan iklim. Salah satu objek yang menjadi kewenangan ATR/BPN, dalam rangka pencapaian target penurunan emisi karbon yang ditetapkan secara Nasional terdapat pada dokumen Forestry and Other Land Use (FOLU) Net Zink 2030. Tujuan dari penelitian ini untuk mengidentifikasi data FOLU Net Zink 2030 sebagai sumber potensi awal untuk diimplementasikan dan diwujudkan menjadi Hak Guna Usaha Jasa Lingkungan untuk carbon trading. Metode penelitian yang digunakan kualitatif dengan jenis penelitian deskriptif kualitatif. Temuan penelitian, ditemukan bahwa di Indonesia terdapat areal yang berpotensi dapat dimanfaatkan untuk konsep perdagangan karbon dengan skema pemberian hak atas tanah tidak hanya untuk konsep Hak Guna Usaha saja akan tetapi juga Hak Milik untuk jasa lingkungan dalam rangka carbon trading yang berada pada Areal penggunaan lain Non HGU, Areal penggunaan lain HGU dan areal Mangrove di Indonesia yang jumlahnya seluas ± 6.487.668 ha sangat berpotensi. Hal ini menjadi isu baru yang tentunya akan menambah kontribusi terhadap ilmu pengetahuan khususnya terkait dengan Hak Guna Usaha Jasa Lingkungan untuk carbon trading.
