Abstract
La production d’électricité en France (surtout nucléaire) et au Québec (surtout hydroélectrique) génère peu de gaz à effet serre. Pourtant, tant la France que le Québec ont adopté à partir des années 2000 une politique énergétique qui a forcé le développement de l’énergie éolienne, vantée comme source d’énergie renouvelable à faible GES. Outre les efforts normatifs de l’État central, l’installation des parcs éoliens interpelle les pouvoirs publics locaux qui usent surtout de leurs compétences en matière d’aménagement du territoire pour en encadrer le déploiement, tout en étant attirés par les retombées financières qui peuvent en découler. L’article offre une analyse comparée entre la France et le Québec de ces enjeux.
