Abstract
We explore Russia’s transformation following the collapse of the USSR. Analysis indicates that the United States’s opportunities to attract Russia into NATO and the European Union, replicating the preponderant coalition that emerged after 1945, are no longer at hand. Global stability is now tenuous as China emerges. Russia’s path is now set as a junior partner to China. In Eurasia, China towers over Russia, and the United States towers over Canada. Russia now faces two alternate futures: If China follows the path set by the United States in its relations with Canada, Putin’s first mover shift East is a master stroke that will preserve the influence of a declining Russia for decades. If, on the other hand, China pursues an increasingly expansionist policy after acquiring needed military technology, Putin’s choice will convert Russia into a vassal of China.
