Abstract

Cet article analyse la problématisation et la publicisation de la situation des pratiques et violences sexuelles commises par le personnel de l’ONU en contexte d’opération de maintien de la paix. Analysant les dispositifs de sensibilisation déployés par les acteurs et actrices, il montre que les émotions sont des outils ambivalents de politisation. D’un côté, elles favorisent la mobilisation et la prise en charge du problème par les institutions politiques onusiennes. De l’autre côté, elles contribuent à dépolitiser le débat, en passant sous silence certains aspects juridiques et politiques controversés. Par cette recherche, l’article contribue à renouveler l’étude de la reconnaissance globale des violences sexuelles et les condamnations morales dont elles font l’objet, mais aussi la manière dont elles alimentent la crise du multilatéralisme sur la paix et la sécurité. Les opérations de paix ne sont plus seulement gouvernées par des principes d’efficacité et d’impartialité, elles sont sommées d’intégrer des critères moraux.
