Abstract
Abstract. In the last two decades, planning has been inspired by two emerging paradigms: postmodernism and phenomenology. The development of planning theory is currently dominated by positivistic-based instrumental approaches, without the integration of diverse approaches. Transcendental Integrative Planning is one solution to integrate various planning approaches and overcome these problems. The implementation of transcendental integrative planning is done by translating positivistic (physical), communicative rational (communication), and phenomenological (value) planning approaches that are integrated into a system that is in line with technological advances. In this case, an integrative transcendental system architecture has been designed. However, the system architecture has not been translated into a system that can be used in the planning process. This research aims to translate the system architecture so that the system can run and be implemented in Kampung Adat Kuta. This research uses information fusion approach with Bayesian method to combine value, communication, and physical information. The system architecture is translated using Visual Studio Code using the python programming language. The results show that the system architecture has been translated and can run to produce decision opportunities. The final result of the system shows that Kuta Traditional Village has a chance of success in planning implementation of 0.28. The accuracy of this system model has not been tested and is not able to capture the complexity of the relationship between different variables. Abstrak. Pada dua dekade terakhir, perencanaan diilhami oleh dua paradigma yang berkembang yaitu paradigma postmodernisme dan fenomenologi. Perkembangan teori perencanaan saat ini didominasi pendekatan instrumental berbasis positivistik, tanpa integrasi pendekatan yang beragam. Perencanaan Integratif Transendental menjadi salah satu solusi untuk mengintegrasikan berbagai pendekatan perencanaan dan mengatasi permasalahan tersebut. Implementasi perencanaan integratif transendental dilakukan dengan mentranslasikan pendekatan perencanaan positivistik (fisik), rasional komunikatif (komunikasi), dan fenomenologi (nilai) yang diintegrasikan ke dalam sistem yang sejalan dengan kemajuan teknologi. Dalam hal ini, telah dilakukan perancangan arsitektur sistem transendental integratif. Namun, arsitektur sistem tersebut belum diterjemahkan ke dalam sistem yang bisa digunakan dalam proses perencanaan. Penelitian ini bertujuan untuk menerjemahkan arsitektur sistem sehingga sistem dapat berjalan dan diimplementasikan di Kampung Adat Kuta. Penelitian ini menggunakan metode pendekatan fusi informasi dengan metode Bayesian untuk menggabungkan informasi nilai, komunikasi, dan fisik. Arsitektur sistem diterjemahkan menggunakan Visual Studio Code dengan menggunakan bahasa pemrograman python. Hasil penelitian menunjukan arsitektur sistem telah diterjemahkan dan dapat berjalan hingga menghasilkan peluang keputusan. Hasil akhir dari sistem tersebut menunjukan bahwa Kampung Adat Kuta memiliki peluang keberhasilan dalam pelaksanaan perencanaan sebesar 0,28. Keakuratan model sistem ini belum diuji dan dan belum mampu menangkap kompleksitas hubungan antara variabel-variabel yang berbeda.
