Abstract. The Reduce-Reuse-Recycle Waste Processing Site (TPS 3R) is a pattern of waste management approach on a communal or regional scale by involving the active role of the government and the community with a community empowerment approach. The TPS 3R in Cimalaka Village is no longer operating because there are several obstacles so that the Reuse-Reduce-Recycle process at this TPS can only produce one product in the form of compost fertilizer. In this study, to evaluate the TPS 3R waste management system in Cimalaka Village, it is necessary to adjust it to the TPS 3R criteria according to PERMEN PU No. 3 of 2013 using the ex-post evaluation approach, with a descriptive analysis method. The purpose of this study was to evaluate the TPS-3R of Cimalaka Village based on PERMEN PU No. 3 of 2013. The findings of this study are that the existence of the TPS 3R in Cimalaka has implemented the reuse, reduce, recycle process. The implementation of the 3R process is carried out by the Community Self-Help Group (KSM) which involves the village community as its workforce. Judging from the supporting facilities and infrastructure for the implementation of the 3R waste management system at TPS 3R Cimalaka, in general it has met the criteria of PERMEN PU No. 3 of 2013. There are several criteria that have not been met, namely the policy on technical instructions for managing TPS 3R is not yet available, the volume of residue transported to the TPA is still high, and the lack of community participation in managing TPS 3R. Therefore, what can be recommended in this study is to increase community participation in managing TPS 3R which is supported by increasing local government policies to consistently carry out coaching at TPS 3R Cimalaka by preparing technical instructions for managing TPS 3R. Tempat Pengolahan Sampah Reduce-Reuse-Recycle (TPS 3R) merupakan pola pendekatan pengelolaan persampahan pada skala komunal atau kawasan dengan mengikutsertakan peran aktif pemerintah dan masyarakat dengan pendekatan pemberdayaan masyarakat. TPS 3R yang ada di Desa Cimalaka sudah tidak beroperasi karena terdapat beberapa kendala sehingga proses Reuse-Reduce-Recycle pada TPS ini hanya dapat menghasilkan satu produk saja berupa pupuk kompos. Pada penelitian ini untuk mengevaluasi sistem pengelolaan sampah TPS 3R di Desa Cimalaka perlu menyesuaikan dengan kriteria TPS 3R menurut PERMEN PU No.3 Tahun 2013 menggunakan pendekatan ex-post evalution, dengan metode analisis deskriptif. Tujuan penelitian ini adalah mengevaluasi TPS-3R Desa Cimalaka berdasarkan PERMEN PU No.3 Tahun 2013. Temuan dari penelitian ini bahwa keberadaan TPS 3R yang terdapat di Cimalaka sudah dilaksanakan proses reuse, reduce, recycle. Pelaksanaan proses 3R dilakukan oleh Kelompok Swadaya Masyarakat (KSM) yang melibatkan masyarakat desa sebagai tenaga kerjanya. Dilihat dari sarana dan prasarana yang menunjang dari pelaksanaan sistem pengelolaan sampah 3R di TPS 3R Cimalaka pada umumnya sudah memenuhi kriteria PERMEN PU No. 3 Tahun 2013. Ada beberapa kriteria yang belum terpenuhi adalah kebijakan tentang petunjuk teknis pengelolaan TPS 3R belum tersedia, volume residu yang diangkut ke TPA masih tinggi, dan kurangnya partisipasi masyarakat dalam pengelolaan TPS 3R. Oleh karena itu, yang dapat direkomendasikan pada penelitian ini adalah meningkatkan partisipasi masyarakat dalam pengelolaan TPS f3R yang didukung oleh peningkatan kebijakan pemerintah daerah untuk konsisten melaksanakan pembinaan di TPS 3R Cimalaka dengan menyiapkan petunjuk teknis pengelolaan TPS 3R.
