Abstract
Abstract. The high interest of the public in using public spaces has not been matched by the quality conditions of these spaces. Public spaces in Garut Regency are still considered lacking in quality because the community's need for public spaces must be supported by adequate physical and functional quality, which affects the provision of a safe and comfortable atmosphere and can accommodate activities conducted by users to support their needs for public spaces to engage in activities. The problem with public spaces in Garut Regency relates to the still low-quality public spaces with damaged and even unavailable facilities. Therefore, the purpose of this study is to identify the quality of the SOR Merdeka area in Garut Regency in terms of needs, rights, and meanings. This research is a combination of qualitative and quantitative studies with a descriptive approach. Data collection was conducted through observation, documentation, interviews, and literature studies. The collected data was then processed, and the results of the research indicate that the SOR Merdeka area is a public space with diverse characteristics and functions as a public activity center. In addition to being a sports facility, this area is also used as a culinary and recreational spot. The research results show that comfort is of medium quality, cleanliness is of low quality, security is of low quality, vegetation is of high quality, active involvement is of low quality, accessibility is of high quality, signage is of low quality, and historical value is of medium quality. Abstrak. Tingginya minat masyarakat dalam menggunakan ruang publik, ternyata belum diimbangi dengan kondisi kualitas dalam ruang publik itu sendiri. Ruang publik di Kabupaten Garut dapat dikatakan masih kurang terhadap kualitasnya, karena kebutuhan masyarakat akan ruang publik perlu didukung dengan kualitas fisik dan fungsional yang memadai dan berpengaruh dalam memberikan suasana aman, nyaman, dan dapat mewadahi kegiatan yang dilakukan oleh pengguna dalam menunjang kebutuhan masyarakat terhadap ruang publik untuk beraktivitas. Permasalahan ruang publik di Kabupaten Garut ini terkait pada ruang publik yang masih kurang berkualitas dengan adanya fasilitas-fasilitas yang rusak dan bahkan tidak tersedia. Sehingga tujuan dari penelitian ini adalah untuk mengidentifikasi kualitas Kawasan Sarana Olahraga Merdeka Kabupaten Garut dari aspek kebutuhan, hak, dan makna. Penelitian ini merupakan penelitian gabungan antara penelitian kualitatif dan kuantitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan melalui observasi, dokumentasi, wawancara, dan studi literatur. Data yang telah dikumpulkan selanjutnya diolah sehingga hasil penelitian menunjukkan bahwa Kawasan Sarana Olahraga Merdeka merupakan ruang publik yang memiliki karakteristik beragam dan berfungsi sebagai pusat aktivitas publik. Selain sebagai sarana olahraga, kawasan ini juga digunakan sebagai tempat kuliner dan rekreasi. Hasil penelitian menunjukan bahwa kenyamanan termasuk pada kualitas sedang, kebersihan termasuk pada kualitas rendah, keamanan termasuk pada kualitas rendah, vegetasi termasuk pada kualitas tinggi, keterlibatan aktif termasuk pada kualitas rendah, aksesibilitas termasuk pada kualitas tinggi, penanda termasuk pada kualitas rendah dan nilai sejarah termasuk pada kualitas sedang.
