Abstract
L’Afrique figure de plus en plus comme élément central des projets dans le cadre des nouvelles routes de la soie, Belt and Road Initiative (BRI) lancée par la Chine en 2013. Ils ne constituent pas pour autant une posture radicalement nouvelle de la part de la Chine, qui avait déjà dans le passé promu une forte coopération économique, en particulier dans le domaine des infrastructures, avec nombre de pays africains. Ces projets suscitent, comme en d’autres régions, une certaine inquiétude des autres partenaires économiques des pays africains, alimentant l’hypothèse de la constitution d’un « collier de perles » stratégique. Loin des clichés alarmistes ou euphoriques, l’analyse montre que les grands projets d’infrastructures portuaires et ferroviaires chinois en Afrique orientale connaissent parfois des succès, parfois des échecs.
